It is true beyond a shadow of a doubt that the Bush administration IS
incompetent on a staggering scale. But it is critical not to overemphasize
that, because the problems we are seeing aren't a result of incompetence,
they are a result of DELIBERATE POLICY DECISIONS. It wasn't incompetence
which shifted funds from fixing the levees in New Orleans to waging war in
Iraq, it was necessity. It wasn't incompetence which shifted huge numbers of
national guards to Iraq, it was a deliberate decision made by necessity. It
wasn't incompetence which led Bush to appoint a total incompetent, fired
from his last job, to head FEMA, it was political patronage, Bush's need to
reward the friends who line his pockets. And, it wasn't incompetence which
starved both the city of New Orleans and FEMA of the funds they need to do
their job in planning for (and implementing plans for) emergencies, it was
again the result of deliberate, conscious decisions to enrich the rich at
the expense of the poor, to destroy the idea that governments should play a
positive role in people's lives.

Incompetent? Very much so. But that's not the heart of the problem.
