No, not in the sense that you mean. But the Cuban workers support the
present regime, otherwise it would not have survived for this long. Ultimately,
as
long as the US embargo remains in place, as long as the US remains determined
to topple the Cuban Government, as it has attempted to do almost continuously
for nigh on 40 years, the Cuban Revolution isn't over. Cuba, due to the
external pressures placed on it by a hegemonic and historically savage power on
its doorstep, has been unable to develop from a lower stage of socialist
development to a higher stage. It has remained a garrison state, configured
economically, politically and socially to defend itself against imminent
attack.

State Capitalism reflects, in my view, a buckling under the extreme pressure
mounted by the West on the USSR and Cuba during the Cold War, pressure which
made it almost impossible for socialists to defend those nations while
promoting socialism. It is populism dressed up as a considered analysis.
