Haiti's former Prime Minister Yvon Neptune remains near death.  He has
been on a hunger strike for over three weeks.  He was imprisoned last
June, has NOT BEEN FORMALLY CHARGED WITH ANY CRIME, and has yet to see a
judge in his case.

U.S. Secretary of State, Dr. Condoleezza Rice, stated at her
confirmation hearing, "we must use American diplomacy to help create a
balance of power in the world that favors freedom.  And the time for
diplomacy is now."
