Think the problem with oil is just the opposite;  "it" the problem is
overproduction and the declining rate of return in the industry, with
the use of price mechanisms to transfer profit and offset that decline.

Short version, apologies to the artist currently known as the artist
formerly known as Prince: Two thousand -0-0 party over, oops out of
time. So tonight it's OPEC to the rescue in 19-99.  Rate of return
recovers, stumbles and falls in 2002.  War in 2003.
