An important question, one that needs to be thought about deeply, is why
both this movement and the similar movement in Bolivia have been unable to
come up with a governmental alternative at decisive moments of political
crisis.
I have argued time and again that both Ecuador and Bolivia are since the
late 1990s in a constant state of revolution, the bourgeoise state impotent,
defacto control of wide areas and economic fields in the hands of those who
toil it, massive and violent urban riots etc etc etc.
My own view is that a resolution has not emerged because there is strategic
balance between the reactionary forces and the popular forces. The military
establishment, which unlike Venezuela's (see interview of Hugo Chavez's
bolder brother recently posted here) was actively and effectively purged of
real left-populist leaning officiers (Gutierrez is to the right of Chavez),
doesn't attempt a reactionary coup because it knows it would not get OAS/USA
approval. The popular movements do not attempt to take power for righteous
fear of any coup then getting approval. Unlike Chavez, they don't feel they
can effectively challenge a coup attempt against a revolutionary movement.
This is were the similarities between Ecuador and Bolivia end, IMHO.
Bolivia as of today is moving slowly towards a Chavez-like government, and
is mostly out of the governing crisis. The MAS and other groups are
incresingly gaining actual government in many places. Not so in
Ecuador.
