What puzzles me about Latin America in terms of American
policy at present is not the shabby compromises of Lula but
the continued survival of Castro and the emergence of Chavez.
This is a very interesting question and I share the same puzzlement.
Needless to say the question is a complicated one, but I offer that in all
probability the issues are related.
Cuba is no longer a real threat to the USA, and is only an Enemy because of
the political clout of the gusanos and their allies. Yet I don't believe
there is any real will to fight with Cuba at this point on part of the US
establishment. They are wating for Fidel to die. Then we will see. In toher
words, the same policy that leads them to deal with Lula is the one that
keeps them from invading Cuba.
Venezuela has oil and the will to protect it. Of course, lets not forget
that there was actually a coup against Chavez, so you can't really say he
has been tolerated. In essence, Chavez has done what Allende never did: he
has armed the people, both literaly and figutatively. In other words, I
think he has faced the same active opposition on part of the USA as Allende
did, but he was backed by a much larger and better prepared social base than
Allende ever was (lets not forget Allende had the largest minority, not a
majority, of the vote, while Chevez has been kicking electoral ass ever
since he first won, winning some regions by as much as 80% and with an
average 65% of the vote or so). As of today I believe imperialism has simply
resigned itself to Chavez's continued existence just as long as the oil
flows.
