This seems right to me Lou.  But I wonder if a Soviet Union
still existed whether either Lula or Mbeki would be in
office. Curiously the collapse of the rival super power has
allowed both an incredibly voracious and adventurous military
policy and the political clout to narrow the options of a
Lula or a Mbeki.

What puzzles me about Latin America in terms of American
policy at present is not the shabby compromises of Lula but
the continued survival of Castro and the emergence of Chavez.
