An organization called the International Institute for Democracy and
Electoral Assistance compiles voter turnout statistics and observes that
"Plurality-Majority and Semi-PR systems only average 59-60% while straight
PR systems average 68% turnout. This suggests that electoral system choice
may have some impact upon overall turnout rates."
