What does the author want to say?

From what I see wages went down considerably compared to 1928 and went up
bit when full employment was achieved due to the start of the war
preparations.

But this goes for the nominal wages, due to inflation real wages went down
all the time 1933 to 1938. Here is the index for the real wages (1936 =
100):
1933 105.1
1937 100.1
1938 99.3
