which, I believe,  translates  as: 
 
Hugo Chavez has been placed at the head of the world revolution [!!] by  
defining as a world theoretical-practical necessity the "invention of 12st  
century socialism," that is, a socialism "adapted to the new century." With 
this  
declaration the Venezuelan President transcends [!] the historic project of the 
 
Liberator [Bolivar] [!!!] and approaches the world historic project of his  
teacher, Simon Rodriguez.

Rodriguez was, with Andres Bello, a tutor of Bolivar. The Dietrich article  
goes on to compare Chavez favorably with Napoleon. The article goes on to  
claim,
 
La larga noche de la teorÃa revolucionaria antiburguesa durà tres lustros  
hasta que el revolucionario Hugo ChÃvez la rehabilità pÃblicamente y le 
devolvià 
 su status emancipador, no solo en defensa de la humanidad, sino en pro de su 
 liberaciÃn definitiva. Es en ese sentido que se justifica la frase, âLa  
RevoluciÃn Mundial pasa por Hugo ChÃvezâ. 

that is, 
 
The long night of anti-bourgeois revolutionary theory lasted fifteen years  
until the revolutionary Hugo Chavez restored it [i.e., revolutionary theory]  
publicly and restored to it its emancipatory status, not only in defense of  
humanity, but in favor of its definitive liberation. It is in this sense that  
the phrase, "The world revolution passes through Hugo Chavez," is  justified.
