Of course it does in THEIR legal system. Just what the hell did anyone
expect?
And the conclusion here is entirely misleading. The first time American
veterans raised this, the course responded with the same "just a
herbicide" argument. That remained the position of the government and
courts for many years, even as many of the vets and their kids were
succumbing to its effects.
So, too, for decades, people have been damning the workers of the
advanced industrial world and/or the alleged negligence of the Left.
Aside from the emotional gratification of those doing the damning,
what's it accomplished?
