[Marxism] A question about George Orwell

I recall once reading that George Orwell's projection of an indefinite
period of totalitarianism (1984?) was answered by Dwight MacDonald.

MacDonald argued that, contrary to Orwell's contention, democracies
were stronger and more effective at mobilizing the population, etc.

I believe that it was in a collection of essays by MacDonald, but I
have been unable to find it since I read it in the 1960s or 1970s.

Does anyone else recall this or have the source?
