this is not really true for "always". Besides all the territories
which have been conquered by "Go West" and been incorporated into the
union, up to Alaska and Hawaii, the USA has conquered some colonies
from Spain through the 1898 war, namely Puerto Rico and Philipines,
and Cuba as a half-colony.
The Philipines were released only after the reconquest during the
2nd world war, in 1947, and Puerto Rico is still kept as a colony.
Maybe it was the combined effect from the experience with Cuba, even
after the Platt amendment was deleted from the Cuban constitution in
1934 (or so) and that the USA became a world power through the 1st
World War, that tought the US rulers the benefits of indirect rule.
