Just catching up on the list after a couple of days offline -- it
doesn't look like anyone has already posted this;

Some time ago I read an essay by the late Stephen Jay Gould which
explained fairly convincingly why men have nipples without any need for
them. This would seem to apply to why women have a clitoris, which is
analogous to at least parts of the male penis, with the obvious
differences of size, location etc

The argument Gould put was that since men and women are the same species
we share the vast majority of our genetic material. Hence even though
women only have the genetic code (for production of hormones, subsequent
growth, etc) to use their nipples (by lactacting) men also carry the
genetic material -- resulting in small, non-functional nipples.

The same argument would seem to apply to the clitoris and its function.
