One of the things we do in Puerto Rico while counter-recruiting, is offer
full scholarships to study medicine in Cuba and the Mexico (so the studies
get recognized). Not the most effective, but we got a couple of kids.

Another more effective thing, is simply sitting down with them and helping
with all the scholarship paperwork, if they are college bound, or with
vocational schooling/community college paperwork. When people reach this
statage, we have a 99% success rate.

Of course, there is always the "patriotic" ones who join up. Would-be heroes
of another's motherland, as a (mediocre) Puerto Rican movie calls them.

The No Child Left Behind Act, passed in 2002, included a little-seen
provision stipulating that all public high schools provide a list of
students' names, addresses, and other personal information to military
recruiters.

Not only in the NCLBA but as a double whammy in the National Defense
Authorization Act for Fiscal Year 2002. These took the form of ammenments to
the Protection of Pupil Rights Amendment and the Family Educational Rights
and Privacy Act, and other related Acts and amendments of Acts.

This is typical of the current style of Congress, rather than straight
forward Acts, simply put cryptic amendments to previous one. Laws then
become huge hyperlinked documents, harder to navigate than ever. The
U.S.A.P.A.T.R.I.O.T Act being a prime example of the form.

Nevertheless, school boards and State education departments can refuse to
comply with the provision with no penalty, as can the individual parents, a
result of constitutional challenges. In Puerto Rico we were successful in
this campaing, not thanks to the AFT, from which the local teacher's union
desaffiliated in September.

More problematic is the "Solomon Amendment", which the 3rd Circuit already
found un-constitutional, but the Supreme Court has yet to see.

This amendment links federal College funding, including Pell grants and
other forms of educational economic assitance to the support of ROTC
programs.
