As I note in my blog, this whole story is bogus on two counts.
First, as noted here

U.S. "death squads" have been in operation since the day the war started,
most recently and publicly in Fallujah and Mosul. The U.S. Air Force
routinely drops bombs on the houses of "suspected" "terrorists" in the same
kind of "targetted" (a term we use VERY loosely) assassinations that Israel
has pioneered.
Second, as noted here

because death squads, as practiced e.g. in Central America, are typically
drawn from (or are identical to) the police and armed forces, simply
operating at night without uniforms. In Iraq, the police and Iraqi "armed
forces" are getting their butts kicked by the insurgents in broad daylight,
and are so afraid of being known to the population as a whole that they have
to do their REAL jobs wearing face masks. Death squads of that type,
whatever fantasies the U.S. military has, are simply not on the agenda in
Iraq.
