No, these trimmers were placed in the vestibule of hell, because if they
were placed in hell proper that would relieve the tortures of the damned
by giving them someone to sneer at. I'll check more closely later --
this is from memory. The line that introduces these people is "I had not
known death had undone so many." I.e., those who were clearly damned or
clearly saved added up to a very small minority of all who had ever been
born. The vast majority were not worth looking at. In fact, Virgil (his
guide through hell) orders Dante to look quickly and pass on, ignoring
them as not worth talking to. The metaphorically 'hottest' place in
Dante's Hell is hot, it's cold -- a frozen lake of ice at the center of
the earth.
