We could go back a little further. There's a scene in The Quiet American,
where the Americans planted a bomb to make it look like the Vietnamese
Communists had done it. So were the French in Algeria merely imitating the
Americans? It really doesn't make a lot of sense to debate which capitalist
country is 'the worst' or used anti-human manipulative tactics 'first'. They
all learn from one another. There's simply no limit to the depravity and
probably no first source for the most depraved ideas.

The French are the great professors in "dirty war", the world over.
The Argentinean criminals of 1976, onwards, were trained mainly by
French officers at the French military mission in Buenos Aires,
established 1956. The lessons they took afterwards at Fort Bragg
were child's play, in comparison.
Maybe the US are learning from them, too.
