Actually, it is rather worse than "silly" to seek "the impulse to
imperialism" _anywhere_, for no such impulse exists. Imperialism is not
an impulse or a plan, and there are a number of different imperialisms,
each of which must be explained independently of the others and in terms
of the concrete history in which it exists. There is no real connection
between the imperialism of Alexander or of imperial China or of Rome and
modern capitalist imperialism. To speak of an impulse to imperialism
(western or otherwise) is to repudiate Marx's life work.
