One question: What will this mean for U.S. tourists?

Same as what it means for Canadian tourists and everyone else who stocked
up on USD before going to Cuba. If you are staying in a tourist hotel, you
will exchange your USD there for convertible pesos (which you often
obtained in change any way in your transactions). If, on the other hand,
you are renting rooms privately, you will have to make the exchange at a
bank or the airport, etc. The only downside for the tourist that I can see
offhand is that since the convertible peso is worthless outside Cuba, you
will have to re-convert your supplies before leaving (unless you want to
make a contribution to the Revolution), and I don't know what facilities
will exist for this (eg. at the hotels, airports, etc). Incidentally,
tourist locations in parts of Cuba will continue to use the Euro.
