There is considerable urgency to
annihilate the armed resistance by January, Schwartz writes, in order to
ensure these zones are brought into the electoral process. Otherwise, if
they are excluded, the US risks alienating moderates like Sistani, who ?are

predicting a massive US offensive after the US election in November, and

This idea seems to me to be preposterous on its face. How is it possible to
hold elections in January in a place which has been "annihilated" by massive
military attack one or two months before? When exactly are the candidates
going to announce? When are they going to campaign? Will there be any places
left standing suitable for polling places? How are they going to guarantee
the safety of the people who are transporting the ballots from these places
to Baghdad (or whereever they will be counted)? Even if you believed in the
sincercity of the effort, which of course I don't, it simply isn't credible
that they're going to hold elections in January. In a day or two it's
October for cryin' out loud. It's not even really credible they can hold
elections in Baghdad, or Basra, nevertheless Fallujah or Ramadi etc.
