The slogan had been exposed, for the first time, at the meeting of
the Cortes de Cádiz during the early 1810s, by an American deputy,
the Inca Yupanqui. This was the answer of the Americans to the
Spanish deputies who were very liberal and revolutionaries but wanted
to keep America as a colony, not as an equal within a great Empire
(this was, in fact, one of the reasons for their defeat both in
America and in Europe).
Some argue, quite convincingly, that it was through Marx's readings
of Spanish history (particularly of the proceedings of the Cádiz
meeting) that the slogan kept hammering somewhere in M&E's heads.
And that, later on, they discovered that though this is not something
that can be applied without consideration to particular, concrete,
conditions, it is a very consistent trend of imperialism: to generate
colonialist partnerships between metropolitan exploited and their
rulers against colonized peoples.
I am trying to look beneath the waters, and to find out what is it
really what Lüko and Phil debate on this issue.
