To me the salient question is what real effect recommendations "for or
against guerilla warfare" from the USA or Europe really had on people in
Latin America - i.e. whether people in Latin America actually took the
recommendations from overseas seriously, and acted on them, or whether they
did what they were going to do anyway. I've never really been able to
establish this factually.

I could imagine that if thugs were killing, torturing, harassing etc. your
relatives/friends/people you'd pretty soon think "I am going to snipe back
at them, any way I can get the bastards" and if somebody overseas happened
to come along with an elaborate theory about the justice of guerilla
warfare, you might think "hey that's nice, I'm getting some sympathy" but
for the rest it would be pretty abstract.

Okay, it's just a thought, and as I said, I'm still a bit under the weather.
