It's an oversimplification to say that movements develop because of
repression...and to imply that repression is, therefore, a desirable
situation for us. Remember the old slogan of the German Communists?
"Nach Hitler uns" (After Hitler, us)  It didn't work well.  History
offers plenty of examples, though few as drastic or sweeping, perhaps.

Under some circumstances, repression might clarify issues of interests
and power.  However, the ruling class imposes repression quite literally
to repress movements.  If applied with sufficient rigor, though,
repression can usually do so for certain period of time.  The longer a
movement's not moving, the more it is, for all practical purposes,
disintegrating.
