A lot of that legislation was passed under Clinton following
the Oklahoma City bombing which the Clinton Administration
used to justify a "crackdown on terrorism" back in 1995.
The more recent legislation under Dubya's administration
consolidates the earlier legislation but doesn't to my knowledge
represent a qualitative break with what was passed under
Clinton. The main difference now, is that it is easier to get
liberals to squawk about Bush's legislation than it was to
get them to squawk about
Clinton's, although Clinton's administration was as nearly
hostile to civil liberties as the current one.
