No, David, this is not the first manifestation. Maybe you don't have
access to the adequate sources, but it is already a good fortnight
that many political parties (from the ultra-right to the ultra-left,
mainly those based on Buenos Aires or the déclassé petty bourgeoisie
of the largest Inland cities, which are not the industrial hubs they
were thirty years ago) have decided that K. is a traitor or whatever,
and are against him. This is a striking feature of our political
life: every time a Prez hints to take a more or less popular path,
then the whole rainbow of sepoys springs up to boo him. I don't like
a lot of things of K. But this sign is by itself a good guide: he
must be doing something well. Why, even the WSJ and NYT boom against
K. from time to time!
I have on my desk a leaflet by the MAS (one of the groups that
remains of the old MAS that was led by the American SWP 30 years
ago). They blame Kirchner for everything, including the murder of
Cisneros, which any sensible observer realizes that runs against
every interest of Kirchner as a politician and even as a bourgeois
(if he was a bourgeois, which he isn't). This is their position. If
they are so fervently anti K., dear Walter, I am sure I will be at
most moderately anti-what-K-does-not-do-well.

This is a mistake. If Q. gets to the fore (or some of their
similars), then they will reinforce those trends within Arg political
action that favor occupation armies of Haiti _AND_ of Argentina.
This is positively not Arg advisors teaching Central American
torturers how to extract the last milligram of life out of a burnt
skin.

Not only it is not irrelevant. It is essential. IF the Armed Forces
are pushed down the path of "popularization", as you call it, then
they will next oppose to leave Arg. Maybe you don't know this, but
the decission has aroused a great scandal in... Chile of all places!
Why? Because even Pinochet and his gang had established the rule
that Chilean Armed Forces, nurtured in the reactionary and
isolationist ABP doctrine (Argentina, Bolivia, Perú), would never
leave the country and their only goal was to defend Chile. This is a
strange twist of events, whereby an isolationist (thus balkainizing)
theory and doctrine serves an "anti-imperialist" road.
Today, Haitian sovereignty means little less than nothing, whether we
like it or not. It is imperialist armies and imperialst agents who
have taken us to this sore situation. I don't like the idea of Arg
troops there covering US interests. But things may choose a
different turn. Let us wait and see.
The best thing that can happen to Haiti is that the Arg Armed Forces
turn to a "national defense" doctrine, which will bring them nearer
to the interests of L.A. as a whole.
