The classic solution to displaced labor has always been prisons for the
disobedient and military for the more obedient.. Prison population at 2 million
is rising fast. The impending draft (already passed Congress) will absorb 5
million.. The military -industrial complex will be sustained by the "war on
terrorism." The response to polarization will be a heightened appeal to
nationalism..
