Both the articles have been written from a  capitalist (and necessarily
dishonest) viewpoint. Manmohan Singh ruined the Indian economy further
by increasing the IMF-World bank loans. India has never been anywhere
near 'socialist' in its economics... in barely ten years since
independence the major monopoly private sectors had developed a strong
grip on governance.
  The planning commission in India never has been willing to use more
refined measures for determining poverty.  Amartya Sen suggested a
measure which was subsequently improved by many others on the aspect.
The pro-fascist economists and others by way of plain dishonest methods
have been trying to keep the percentage of people below the poverty line
to below  40% . Nothing below 75%  can be correct as has been shown by
many studies by the left. The Times of India is a newspaper of the
fascists....the odd article is the usual joke of 'democracy'.
