[Marxism] Hondurans want to know: was Iraq torture manual used in Honduras, too?



With the declassification, via FOIA, of a secret 1983 CIA "interrogation
manual" entitled _Human Resource Exploitation Training Manual - 1983_
for use in Honduras, Honduran authorities are wanting to know if the
manual was actually employed there, citing the similarity of the
techniques used on Iraqi prisoners in 2004 and in Honduras in the 1980s,
both times and places in which John Negroponte was US ambassador.

Honduras: Negroponte in the sights

Honduran authorities are investigating whether the torture manual
allegedly used by US troops in Iraq was used in that country in the
1980s, said Minister of Defense, Federico Breve.

The functionary in charge of Human Rights, Ramon Custodio, stated that
"the tortures that are used on Iraqi prisoners coincide with the hood,
electroshocks, blows, and the humiliation and degradation to which
prisoners in Honduras were subjected." For its part, coordinator of the
Committee of Families of Disappeared Detainees of Honduras (COFADEH),
Bertha Oliva, also told AFP that "those tortures which we are seeing in
Iraq are from the same manual that was used in Honduras durind the
application of the Doctrine of National Security by Mr. John Dimitri
Negroponte." "Negroponte (named new ambassador to Baghdad) is the same
one who is now part of the application of US policy in Iraq, therefore
it should not come as a surprise; and, here there are survivors of that
doctrine who tell of the same tortures, the same with the former members
of (Honduran military battallion) 3-16," the human rights leader

Honduras: Negroponte en la mira

Las autoridades hondureñas investigarán si un manual de torturas
presuntamente empleado por las tropas estadounidenses en Irak fue
utilizado en este país centroamericano en los años 80, informó el
ministro de Defensa, Federico Brevé.
El gubernamental comisionado de Derechos Humanos, Ramón Custodio,
aseguró que "las torturas que practican a los prisioneros iraquíes
coinciden con la capucha, los electrochoques, los golpes, los vejámenes
y la degradación a que eran sometidos los prisioneros en Honduras".
Por su parte, la coordinadora del Comité de Familiares de Detenidos
Desaparecidos en Honduras (Cofadeh), Bertha Oliva, aseguró también a la
AFP que "esas torturas que estamos viendo en Irak son del mismo manual
que se usó en Honduras en los años 80, durante la aplicación de la
Doctrina de la Seguridad Nacional por el señor John Dimitri Negroponte".
"Negroponte (nombrado nuevo embajador en Bagdad) es el mismo que está
ahora en la ejecución de la política estadounidense en Irak, entonces no
nos debe sorprender; y aquí hay sobrevivientes de esa doctrina que
relatan las mismas torturas, lo mismo que ex miembros del (batallón
militar hondureño) 3-16", subrayó la dirigente humanitaria. (AFP)
