[Marxism] A. Mani article on India

#Actually, this is a rather interesting article despite what appears to
be it's statistical dryness. Assuming it's true in terms of planning,
the amount of capital that will be invested in India appears to be
staggering, maybe 40% of what China is doing right now.

#Naturally, working in the power industry as I do, the plans for
electrification (both 'rural' and power production) caught my eye.
While it's true that most of the older systems rely on diesel and
naphtha (multi-characteristic form of natural gas and other petroleum
by products, often seen burning off in Saudi oil fields) almost all the
NEW power being proposed (data from Power Gen Magazine) is combined
cycle-combustion turbines running either naphtha or LNG. The Communist
(CPI-M) run state of Karala is planning several public and private
developments of CTs to the tune of around 3,000 MWs. Other states are
planning a vast expansion into CTs.

The power drop is the result of the older oil fired and naphtha gas
plants, often just big diesel locomotive engines driving a generator
are of course beginning to fail as they age. The new CTs are vastly
less polluting and more efficient, but require extensive infrastructure
development. So, who is going to pay for all this? Obviously it's
foreign loans and investments, thus tying India's industrial
infrastructure even closer to the IMF and imperialist schemes.

#It does raise another interesting question: does this vast capitalist
investment provide an extension on capitalism's life by providing a
huge market of large amounts capital flow?
