Was Mussollini, who coined the term "fascism" in homage to the bundled axe of
Roman lore, but who also called himself "socialist" (as did Hitler, of
course, in an attempt to appropriate some claim to legitimacy among workers)
getting
at an epiphenomenon or an essential characteristic?
