There's been some debate about exactly *when* language developed;
modern humans, homo sapiens sapiens, have probably *always* had it (and
we've been around about 120,000 years). Whether other species of humans
and proto-humans had it (and to what level) is a matter of some debate.
It's possible that as far back as homo habilis (about 2 and a half
million years) we've had *some* form of rudimentary speech, but
biological anthropologists are not of universal opinion on the subject.
But, of course, there's no way to know for certain.
