        This seems to be (from the reference to Fort Meade) a back echo
of the old Soviet AIDS theory, which you can find at

        "One school of thought holds that the "AIDS was a U.S.
biological warfare experiment" myth was extensively spread as part of a
disinformation campaign by Department V of the Soviet KGB (their `active
measures' group). They may not have invented the premise (Soviet
disinformation doctrine favored legends originated by third parties),
but they added a number of signature details such as the name of the
supposed development site (usually Fort Meade in Maryland) which still
show up in most retellings. 

According to a defector who was once the KGB chief resident in Great
Britain, the KGB promulgated this legend through controlled sources in
Europe and the Third World. The Third World version (only) included the
claim that HIV was the result of an attempt to build a "race bomb", a
plague that would kill only non-whites."

        Robert Anton Wilson commented in his "Everything is Under
Control: Conspiracies, Cults and Cover Ups" that "the Reuters story
quotes the CIA quite soberly, as if that agency never lied, and does not
mention the alternative interpretation that AIDS conspiracy theories
emerged spontaneously in the minds of many sceptical scientists with the
Soviets to help them think subversive thoughts."

        What lends AIDS to conspiracy theories is the structure of the
virus itself which looks like two viruses stuck together as if it were
deliberately arranged so in a lab somewhere. British journalist Edward
Hooper has published 'The River: a journey back to the source of AIDS
and HIV' www.penguin.com ISBN 0-14-028377-3 in which he argues that an
experimental polio vaccine tested in Africa in the 1950s inadvertently
gave rise to the disease.
