This statement of Negri's is really ambiguous. But, Lou seems to be 
right in the sense that Negri isn't claiming that position as his 
own, but attributing it to Washington, "the U.S.' pretext." However, 
his position seems hardly better, since he seems to buy the U.S.' 
pretext.

"Because, for the moment, this is not a colonial administration, but 
rather a classical process of "nation-building." And for that reason, 
we are dealing with a transformation in a democratic sense. That is 
the U.S.' pretext. Its a military occupation that overthrew a regime, 
but subsequently, the problem becomes one of "nation-building," in 
other words, an effort at transition, not colonization. It would be 
like saying that the fact of going from dictatorship to democracy in 
Hungary or Checoslovakia is colonization. This type of attitude 
doesn't exist in the U.S. administration. These North Americans want 
to look more evil than they are."
