Bolivian labor fed.; No confidence in govt.; strike on; US hands off

The following is the statement by the Bolivian Workers Federation.
which I believe remains tha major Bolivian union organization, as it
was in the 1950s and 1960s under the leadership of the somewhat
opportunistic but deeply nationalist Juan Lechin.  I am putting the
Spanish first because it is more reliable than the helpful rough
translation provided, and included following the original,   by Roland
Garrett Sheppard. I was able to clarify some points by checking the
Spanish original and other clippings, but my crude Spanglish doesn't
even begin to be equal to providing an improvement on what Sheppard
has done.

La COB propone un programa mínimo al nuevo gobierno

(Bolpress.com).- Un ampliado de la Central Obrera Boliviana (COB) con
la participación de 20 sectores labores resolvió, anoche, continuar
con la huelga general indefinida hasta que el próximo gobierno se
comprometa ante esa organización a "no exportar el gas ni por Chile ni
por Perú y a derogar la Ley de Hidrocarburos". Además aprobó un
documento en el que propone un programa mínimo al nuevo gobierno. En
él se destaca la revisión de los contratos de capitalización, la
anulación de la Ley Inra, la reactivación del aparato productivo
nacional y un juicio de responsabilidades a los responsables del
"genocidio" durante la "guerra del gas".

La central obrera decidió no respaldar al nuevo gobierno porque
considera que la renuncia de Gonzalo Sánchez de Lozada es sólo el
cambio de una persona y no la modificación del modelo económico.
Además prefiere mantener su "independencia de clase", es decir no
comprometerse con un gobierno que no corresponde a la clase obrera.

Pero como debe responder ante la actual coyuntura, el ejecutivo Jaime
Solares, señaló que el nuevo gobierno tiene que "comprometerse ante la
COB a no exportar el gas ni por Chile ni por Perú, y a derogar la Ley
de Hidrocarburos", para instruir la finalización de la Huelga General
Indefinida.

En esa situación, la COB propone al nuevo gobierno un programa mínimo
que considera "es el clamor del pueblo". Mientras el nuevo mandatario
trabaje en ese sentido, la COB permanecerá alerta y vigilante; de lo
contrario "las calles y los caminos se convertirán nuevamente en una
barricada".

Los puntos de la propuesta son: "la revisión en el congreso de todos
los contratos de capitalización, de riesgo compartido y arrendamiento
de los yacimientos petrolíferos, mineros y empresas estatales,
haciendo respetar la Constitución Política del Estado".

También plantea, "la anulación de la Ley INRA que mercantiliza la
tierra. La redistribución de la Tierra. Y el respeto a la propiedad
comunitaria y de origen".

La tercera propuesta señala "la restitución de los derechos sociales
de los trabajadores bolivianos. Y la anulación inmediata de la libre
contratación". Además sugiere "la reactivación del aparato productivo
nacional, rechazando el libre comercio, como el que establece el
ALCA".

Finalmente plantea "un juicio por genocidio a la población boliviana
que se alzó en defensa de los recursos naturales y de la democracia. Y
la anulación de la Ley de Seguridad Ciudadana".

El ampliado se realizó desde las cinco de la tarde, luego del arribo
de los cooperativistas mineros de Caracoles, que ingresaron a la plaza
de San Francisco haciendo detonar decenas de cachorros de dinamita.
Este grupo de mineros, que fue recibido con aplausos, tuvo dos bajas
en la localidad de Patacamaya, cuando el Ejército disparó a mansalva.
Inmediatamente se organizó un mitin, en el que participaron los
dirigentes mineros y el ex mayor de la Policía, David Vargas.

Al finalizar el ampliado, a las ocho de la noche, Solares convocó para
hoy, a las 10.00, a un ampliado en la Casa Social del Maestro con la
finalidad de discutir temas como el fortalecimiento y unidad de la
COB, con la finalidad de convocar a una Asamblea del Pueblo que es la
salida política, a mediano plazo, que los trabajadores están
analizando.

El ampliado de la COB también aprobó una carta que será enviada al
actual presidente del Congreso Nacional, Carlos D. Mesa, mediante el
que "exige al congreso nacional que públicamente rechace cualquier
solicitud de ingreso al territorio de tropas extranjeras".

Esta carta salió al paso del anuncio de que el Pentágono de Estados
Unidos estaba enviando tropas para defender a los ciudadanos y la
embajada norteamericanos.

Piden que EE.UU no se entremeta

Ayer, en la mañana, 100 residentes estadounidenses en el país
emitieron un comunicado en el que le piden a su gobierno que "no
intervenga en el conflicto interno" de Bolivia. Y le recuerdan que
"los bolivianos tienen derecho a determinar su propio futuro político,
libre de presiones o sanciones de Estados Unidos".
