No you missed the point-- the point is the social program of the
revolutionists from which tactics, strategy flow.

"Conduct" is behavior of the individuals in the execution of those tactics.
And as such conduct is not subject to "international law" but revolutionary
discipline.

During the civil war after the Russian Revolution, elements of the Red
Cavalry raped and looted throughout the course of their deployment.

Should those elements have been criticized for violating "standards" of
"international law," and handed over to an international tribunal?
Absolutely not. Those Red Cavalry did nothing to violate international
law.What they did damaged the prosecution of the civil war, and discipline
should have been assessed by the revolutionary forces .

Discussing codes of conduct has no value.
