Yes, that's how I set it up also at the FAO database--
I chose the 1989-1994 period-- pre Nafta; 1995-2000,
post Nafta, 6 year periods.
I purposely wanted to eliminated the pre 1989 period as it represents a
period of intense economic distress in Mexico and all of Latin America.
Output growth rate for the earlier period consistently exceeds that in the
later period.
