Here's what's wrong with all of it-- first the trade barriers have not been
established by the poor countries vis a vis the rich. Just the reverse.
Developing country exports to developed countries face tariffs and penalties
4 to 7x greater than developed to developed country exports.
OECD subsidies to its agricultural producers amount to 330 billion
dollars/year. Japan's price supports to rice production are 700% of world
market prices.
In last 20 years developing country share of global trade has increased from
25% to 33%-- in the face of these barriers.
OECD countries tariff rate collection per dollar of imports is
two times higher on developing country imports as comparied to rate
collections on developed country imports.
Still, the advanced countries insisted on developing country agreement to
the Singapore agenda, where governments of developing countries would be
required to open its financial, securities, procurements, contract
activities to advanced country examination and demands without any
corresponding reduction in the OECD discriminatory tariffs.
So Henwood says what's wrong with US agricultural intrusion on Korea? Hey,
ask the US what's wrong with Brazilian intrusion on soybeans-- ask the US
what's wrong with the EU preferential handling of Caribbean bananas-- ask
the US what's wrong with eliminating cotton subsidies from the 3.7 billion
dollars paid out annually. Ask Bush what's wrong with global intrusion on
the US steel market?
The problem? The probem for the developing countries is impoverishment of
the agricultural population, its transformation into a nomadic labor force
which cannot be employed on a regular basis. The problem? Just look at
NAFTA's impact on Mexico and Mexican agriculture. And believe me, every
Marxist on any side of any border should have opposed NAFTA for its impact
on the poor.
That's the problem
