This the short description of the data and the formats:

This site provides the latest international data available, mainly from 
creditor sources, on the external debt of developing and transition 
countries and territories.

The information is presented in the form of a table in PDF 
<http://www1.oecd.org/dac/debt/pdf/jointtab.pdf> format (490 KB) and in 
a compressed executable EXCEL 
<http://www1.oecd.org/dac/debt/xls/jointtab.exe> workbook (160 KB).  A 
selection of 25 countries are also available in HTML 
<http://www1.oecd.org/dac/debt/htm/data_index.htm> format.

The table shows:

  * the stock of debt, with a minimum two-month lag, at the end of the
    most recent five quarters and of the preceding year; and
  * flow figures for the latest complete year and three recent quarters.
