staring the Homeland Security Department in the face," said Senator Charles 
Schumer, a Democrat from New York. He is backing a bill introduced by Senator 
Barbara Boxer, a Democrat from California, that calls for outfitting every 
airplane in the U.S. commercial fleet with anti-missile defences. The cost is 
estimated at $10-billion.
