The responsibility of the revolutionary socialist state
is to first and foremost promote and defend the material
necessities of the people. The state therefore is required
to allocate resources justly, with foresight, and for the
benefit of the socialist order. These charges on the
state make it incumbent upon it to regulate the material
production of cultural artifacts on the one hand, and to
neutralize cultural activities that undermine the socialist order.
There is an inverse relation between bourgeois hegemony
and socialist freedom that modifies the actions of the state
in cultural affairs: the less of the former = the more of the latter.
What the Cuban revolutionaries have recognized is that the
dead weight of a closed, paranoid apparat will sink the
socialist state. To counter such proclivities, they have nurtured
a progressive revolutionary democracy that remains dynamic
and exciting and involving for the population.
