 This is true -- at least, when I visited  Cuba with my mother in '98,
Cubans were NOT prevented from using the beaches of the 'private'
resorts. I can't tell you if that holds true for the actual hotels --
which is the charge I've often heard from pro-U.S. apologists -- but
the beach of the resort was definitely not exclusive.
