It wasn't just about the oil...
As far as I can tell the following story isn't online (yet?), but today's
San Jose Mercury News carries an interesting story datelined Jordan (from
the World Economic Forum) and bylined Aaron Davis, with the following
interesting bit:

L. Paul Bremer III, the head of the Coalition Provisional Authority [the
reporter left out "Grand High Poobah" - could the media BE any more
subservient?], told Arab leaders that more Iraqis will lose their jobs,
government subsidies will be cut, and agency budgets will be slashed to make
Iraq ready for competitive markets.
...The changes are necessary [Bremer said] to rebuild Iraq with a
free-market economy.
