Bella Yellow Horn is a 58-year-old Blackfoot woman, a life-long Blackfoot
activist, a survivor of the infamous Canadian Indian Residential Schools,
who lives on $229 a month (Canadian) on the Apatohsipiikani Blackfoot
Reserve at Brocket Alberta. She is scheduled for trial in Lethbridge on
charges of driving without insurance and originally charged with driving
without Alberta plates--carrying instead, a license plate that says
"Blackfoot Nation Sovereign". She has been jailed many times for her
activism, is a direct descendant (granddaughter) of one of the great
Blackfoot Chiefs, Red Crow, and comes from a family of hard-core
activists--all of them including her 85-year-old mother who has also been
arrested with her on several occasions.

A treaty can only be made between Sovereign Nations. Treaties are the formal
recognition of Sovereignty. The relationship is Nation to Nation. We are the
Sovereign Blackfoot Nation People and this is the Sovereign Blackfoot
Territory.

The Sovereign Blackfoot Nation and Great Britain (England) were supposed to
sign Treaty #7 Internationally. The Monarch of Great Britain did not sign
this treaty internationally. Therefore, there is no International treaty
legally signed with the Blackfoot Nation. The Blackfoot Nation still holds
Aboriginal Title to the land, natural resources, territories, people and
culture.

Canada is a product of Great Britain. We never signed any treaties with
Canada. No matter what Canada says, it is not a Nation or country. Canada is
made up of all the immigrants who came on those boats, then later planes and
trains. They do not have the right to make laws for the Blackfoot Nation
territory. Canada is not Sovereign. Canada I stealing a country. Under the
laws of the Creator, there is one that states "Thou shall not steal", and
also "Thou shalt not covet thy neighbor's goods." Canada needs an attitude
adjustment. Upper and lower Canada--that's Canada--Ontario and Quebec.

The Blackfoot Nation is an enclave. Before anyone can force any laws on the
Blackfoot Nation, there must be a[n]International legal signed treaty,
giving consent. Before there is even the legal semblance of the right to use
our land. There is not yet any treaties with us, the Blackfoot Nation, for
our land, natural resources, and territory.

The Sovereign Blackfoot Nation peoples do not derive their force of laws
from the Canadian Constitution of the Canadian Courts, but from the
International Bill of Human Rights and Freedoms (World Laws), Blackfoot
Nation Constitution, and the International United Nations (Geneva).

The Blackfoot Nation as subjects of International Law have been recognized
by experts, at the International United Nations and by International Legal
Scholars. We are Sovereign Nation People and must be respected as such in
good faith.

The Colony of Canada formed the Province of Alberta in 1905. In 1951 the
Province of Alberta made the Alberta license plate for use without the
consent of the Sovereign Blackfoot Nation on their Blackfoot territory.

Prior to the arrival of the non-indigenous people on our territory and
lands, our forefathers freely moved over our traditional territories. Our
people have always been on this land and territories. Our people were put on
this land by the Creator. It is our home and native land.

Under international law norms, Indigenous People have all the necessary
preconditions to be a nation. We have our own government, our own laws, our
own territory, language, religion, and Culture. We have our own culture and
histories. When non-indigenous people arrived we had long traditional
established governments. Our traditional governments met with the pirates
and thieving explorers. They came on wooden boats without any identity,
registration, insurance, driver's license, license plates or respect for our
honest people. They also brought sickness, weapons and alcohol. They brought
evil to stay. They imposed laws and foreign systems upon our people, fully
knowing and intending the result of genocide, separating children from
parents, and attempting to erase our inherent knowledge of ourselves and our
language. The difficulty which the Indigenous people have always had in
relation to the enforcement of International Laws is the state of Canada. We
never signed any treaties with the state of Canada. Canada is NOT Sovereign
or a Nation. It has no territory, language, history, religion, laws or
government. "Under the United Nations, Canada has no right of veto."

Canada is a creation of the Parliament of Great Britain process. The state
of Canada came into existence with the British North American Act of 1867.
Canada is the result of the delegated authority. Canada's laws are the
result of the British Common Law System which was transferred to the Colony
of Canada. The State of Canada did not enter and sign treaties as
a[n]independent state. Canada could not and did not sign any treaties under
International Law. Great Britain (England) created and dumped
responsibilities to ensure enforcement of their obligations on [the]
Canadian State. The State of Canada thus formed Indian Affairs, Indian Act,
Minister of Indian Affairs. The Indian Act of Canada is a violation of
International Law. It is not sanctioned under International Law. Indian
Affairs has no International Treaty. The Minister of Indian Affairs is also
self-appointed and self-gaining. The Province of Alberta was formed by the
Colony of Canada in 1905. We have our own government, but we are in an
enclave (Blackfoot Nation). Only when we get organized again will we se
change. Our nation needs to support our own government which is the
Sovereign Blackfoot Nation.
