US troops in South Korea to relocate

In the previous talks in April, the U.S. military agreed to relocate its
main Yongsan garrison, located in one Seoul's most populous areas, to a new
location "as soon as possible."

Wait, I'm confused. I thought only those dastardly Iraqis positioned their
troops in populated areas and hid behind civilians.
