Iraq and Cuba and "Intellectual Capacity"

It doesn't matter whether or not Iraq actually had any of the toxins in
their possession, Undersecretary of State for Arms Control and International
Security Affairs John Bolton said today. What counts is that Iraq had the
"intellectual capacity" to build these uncoventional weapons.

Unless my memory misserves me (I'm sure enough not to bother with a Google
search), this is the same John Bolton who made the exact same charge against
Cuba last year (as a weasly "backtrack" position after first accusing Cuba
of having a bioweapons program, and then having to backtrack when confronted
with the total lack of evidence for such a charge).

A US invasion of Cuba is certainly not imminent, but their desire for
"regime change" there is certainly every bit as strong as it was in Iraq.

If the US ever does invade Cuba, we can be sure that, miraculously, the day
before the invasion Cuba will have dumped all its bioweapons into the Zapata
Swamp and scrubbed all its laboratories clean.
