Yes.

The US must have foreseen the looting. What would happen in Washington DC
were the police to disappear?

The Geneva Convention deals with it.

I bet they want civil unrest to grow, so the people will welcome the US
General / Strong Man who will appear as saviour (we cannot rule ourselves -
rule os!)
