That's where I think you make a mistake.
If some country would want to introduce a resolution that would have an
impact on the course of these events and garner international support from
those opposed to the war, then I think the only logical path is for a
resolution calling for complete embargoing of the United States, trade
sanctions a la apartheid South Africa, military inspections and disarming a
la Iraq. Anything else will prove to be just another exercise in
equivocation.
