I am sure he didn't actually mean Ramallah....it didn't occur to me that he
could have meant Rumaila (which is probably what he was badly pronouncing I
guess), but aren't they quite a bit away from Basra city (100 or so km)
which is where the incidents he was talking about were taking place?

But still, I guess that is less of a slip up than I had thought...
