OK: the original plan was to go through the city on the road to
Baghdad. If
they have "vanquished the resistance" then why don't they do that?
Instead
they are going to go around the city entirely and come back to it at
some
later time, I guess.

My younger brother, an officer in the reserves, says this is standard
strategy. The main concern is to have well guarded supply lines
(difficult with a long advance, obviously). I would guess that they
are saving their troops for the main battle at Baghdad -- assuming
that they can neutralise the Iraqui forces in their rear enough to
have reliable supply lines. Perhaps they plan to use their air
superiority for that? I don't know enough about it to say of course.
